Helping to Improve Housing Services

The Customer Scrutiny Group (CSG) is made up of tenants and customers who work in partnership with the council to review and improve housing services.
The CSG identified two topics to include in their scrutiny programme for 2025/26
- Management of the Tenancy Sustainment Fund (TSF)
- The role of Housing Officers in managing estates
Throughout both activities, the CSG was supported by the South Lanarkshire Tenants Development Support Project and officers from the council.
The review of the TSF focused on how tenants in rent arrears, who may be dealing with difficult challenges, can be supported to pay rent, reduce arrears and sustain their tenancies avoiding homelessness.
In March 2026, the group met with Sharon Egan, Head of Housing Services and presented their findings and recommendations. In general, the report was positive and recognised good practice in how the TSF is managed. Sharon praised the group’s continued contribution to service improvement and assured them that their recommendations would be carefully considered and taken forward where appropriate.
The second scrutiny activity focused on the role of Housing Officers in managing estates. This involved reviewing council policies, procedures and team structures, benchmarking approaches with other local authorities to identify good practice and holding interactive sessions with Housing Officers.
A report setting out the findings and recommendations from this activity will be presented to the Resource Management Team in the coming months. Discussions are also underway to agree the Customer Scrutiny Programme for 2026/27.
